The Defense Supply Service-Washington intends to negotiate a sole source purchase order on behalf of the Office of Army International Affairs (OAIA), that has the responsibility within the Department of the Army for the international affairs functions of the Army. This requirement is the follow-on to Purchase Order No. DASW01-98-M-2237 with The Atlantic Council of the United States, 910 17th Street, N.W., Washington, D.C. 20006. The period of performance will be twelve months, from the date of award. The Treaty Implementation Agency (TIPA) serves as Executive Agent for Panama Canal Treaty implementation. The Agency is responsible for effecting the release of U.S. property under the control of the Unified Commander to the Government of Panama. Also, the agency is responsible to ensure Treaty implementation compliance consistent with U.S. national policy, treaties and laws, and Department of Defense/Joint Chiefs of Staff guidance and plans and reporting implementation progress to the Secretary of Defense annually. Although the treaties will be implemented on 31 December 1999, related U.S. government activities are expected to last for at least an additional 12 months. The purpose of this project is to provide analysis and recommendations on the implementation of the Panama Canal and Neutrality Treaties for the immediate (12 month) post-transition period that will best serve U.S. interests in the region, including a positive, longer-term bilateral relationship.
