No. FSC 641 is scheduled to be released in March, 2000 for the
Permanent Leachate System for the On-site Disposal Facility (OSDF) at
the Department of Energy's Fernald Environmental Management Project
(FEMP), Hamilton County, Ohio. The Scope of Work for the Permanent
Leachate System Project shall include, but not be limited to: 1. Seven
(7) sub-grade concrete valve pits (15'W x 20'L x 10'H, inside
dimensions) with a pre-engineered building superstructure. Construction
work includes: Excavation and backfill (~ 10' depth); Gravel sub-base
with drainage; Reinforced concrete floor and walls; HDPE plastic lining
(pit interior); Exterior waterproofing; Metal platform, stairs, and
handrails; Pre-engineered building superstructure; Carbon steel piping
and valves; 300-gallon plastic tanks (2 in each pit); 20-gpm pumps (2
in each pit); Flow meters and tank level instruments (2 in each pit);
and Building ventilation, heat, lighting, and electrical outlets. 2.
One (1) sub-grade concrete valve pit (6'W x 8'L x 10'H, inside
dimensions) with a pre-engineered building superstructure. Construction
work will be similar to above; however, pit will not include tanks or
pumps. 3. Leachate transmission piping (~4000' lineal feet)
construction work includes: Trench excavation and backfill (~ 4'depth);
6"-diameter HDPE SDR11 pipe installed inside 10" diameter HDPE SDR11
containment pipe; Containment piping to be fused to valve pits HDPE
linings. 4. Electrical power distribution. Construction work includes
~4000' lineal feet of overhead 13.2KVA lines with transformers and
circuit breaker panels at each valve pit. 5. Removal of piping and
valves from six (6) existing 7'-diameter HDPE leachate collection
manholes and partial demolition of the manholes (removal of upper 8' of
10' length). 6. Removal of nine (9) 30' lengths of existing underground
(~8' depth) leachate piping. The piping is 6"-diameter HDPE pipe inside
10"-diameter HDPE pipe. Temporary pipe connections shall be installed
to the non-removed sections of these underground pipes to maintain
collection of leachate liquid flowing from the OSDF waste cells.The
contractor shall provide personnel, supervision, facilities, equipment,
materials, supplies, and services for the performance of this contract.
The successful contractor will be required to comply with the terms and
conditions of the FEMP Site Project Labor Agreement for Union
Construction Labor Forces. To be pre-qualified to submit a bid for this
work, a prospective contractor must provide a release letter to
authorize release of performance data to FDF and a list of a minimum of
two projects of $2 million or greater that have a similar work scope as
per above and the criteria listed below. The list shall include: (a)
project name, brief description of actual work performed and year
project completed; (b) the location of the work, name of owner's
representative and the telephone number of the project owner; (c) the
total dollar value of the project; (d) list of subcontractors used on
the project. The following are the mandatory requirements which
prospective bidders must meet in order to become pre-qualified. 1. The
contractor must be able to demonstrate a successful record of safe
construction performance by a current workers compensation experience
modification rate (EMR) of less than or equivalent to 1.05 or the trend
for the past three years is downward and none of the past three years
has an EMR greater than 1.25. This criteria shall be met by the prime
contractor (EMR of the total corporation) and all other subcontractors
performing work in the field as part of the contract. In order to
assist FDF in pre-qualifying potential bidders, contractors shall
complete the Safety History Form and provide a copy of their OSHA 200
Record. FDF will review the information and determine a contractor's
eligibility for pre-qualification. 2. Experience in the underground
installation of HDPE pipe. 3. Experience in managing a project that is
spread over an area of approximately one mile with several
subcontractors (electrical, mechanical, etc.). Firms interested in this
work must meet all of the above defined criteria to be eligible to
submit a bid. The estimated total cost for this project is $3 million.

be notified approximately December 15, 1999. The solicitation will be
issued approximately March 2, 2000. The exact closing date will be
