NASA/KSC is soliciting information for potential sources for office space on an annual lease basis to support Expendable Launch Vehicle operations occurring at Vandenburg Air Force Base (VAFB) in California. Long term leases will not be considered. Location on VAFB is preferred. To meet the preference for location on VAFB property, consideration will be given to approaches such as third-party financing and lease-back to NASA of a facility located on VAFB. The requirement is approximately 19,000 usable square feet, not including such spaces as bathrooms or utility areas. The facility shall support 23 permanent NASA and NASA Contractor employees, 50 transient spacecraft/launch vehicle personnel, conference rooms, administrative areas for copiers, fax machines, break rooms, and limited (approximately 400 ft2) storage space. The facility shall also house a 2100 square foot (45 seat) Mission Director's Center (MDC), to support payload processing and launch operations during NASA missions. Responders shall include an option to supply all communications links between the MDC and VAFB. Outfitting of the MDC with voice, video, and data end equipment shall be the responsibility of the facility provider. The Government will consider transfer of existing Government owned equipment to support the outfitting but responders shall provide a transition and technology refresh plan if interested in using this equipment. The MDC shall be provided with backup power and cooling capability to support launch operations in the event of commercial utility failure. Administrative communications services including but not limited to telephones, telephone service and fax lines shall be the responsibility of the facility provider. Administrative office equipment including but not limited to desks, chairs, and tables shall be the responsibility of the facility provider. The facility shall supply normal ancillary services such as water and sewer service, garbage pickup, janitoral services, and adjacent parking to support 100 vehicles. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of ten (10) pages or less indicating the ability to perform all aspects of the effort described herein.
