Division Newport, RI (NUWCDIVNPT) intends to solicit proposals for Wide
Aperture Array (WAA) Hydrophone Stave Assemblies with Installation
Kits. Preliminary information on this procurement was made available in
prior CBD synopis number 389293 dated October 6, 1999. First Article
Acceptance Testing will be required. If supplies identical or
substantially identical to those called for herein have been previously
furnished by the offeror and accepted by the Government, the
requirement for first article approval may be waived by the Contracting
Officer. Ten (10) first article WAA Hydrophone Stave Assemblies are
required. The Government has an Indefinite Delivery/Indefinite Quantity
(ID/IQ) requirement for a minimum of 130 units to a maximum of 150 WAA
Hydrophone Stave Assemblies in the first production year. Production
quantities for the second, third, fourth, and fifth years are estimated
at a minimum of 50 to a maximum of 500 WAA Hydrophone Assemblies per
year. The awardwill be made using a Best Value methodology. The
evaluation factors are Technical Capability and Price. Technical
Capability includes the subfactors of Technical Approach and Past
Performance. The proposed acquisition is unrestricted. The resulting
contract will include Firm Fixed Price (FFP) provisions. The staves
will be built to a performance specification, not built to a print. The
Critical Item Product Specification (CIPS) is classified as a
confidential document and will be provided upon request when the
