The 38 Logistics Squadron has a requirement for nonpersonal services for local telephone exchange services for Eastern WV RAP/Shepherd Field AGB, Martinsburg WV. The proposed contract is for five years. The local exchange service provider certified by West Virginia PUC shall provide local commercial communication service for Eastern WV RAP/Shepherd Field AGB, Martinsburg WV. Local communications service shall include, as a minimum but not limited to, local access for commercial business lines, analog subscriber lines, analog and digital trunks, foreign exchange access lines and trunks, transport channel services, directory number and number portability, emergency 9-1-1 service, operator and directory assistance, local and Intra-LATA access, and interconnection with Inter-LATA exchange carrier. Competition is open to domestic and foreign sources. All responsible sources may submit a bid, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large, small, disadvantaged and/or a women-owned businesses.
