The Department of Veterans Affairs Medical Center, Western NY. at Buffalo, NY. is seeking contractors to provide Readjustment Counseling Services for eligible Viet Nam and Persian Gulf Veterans located within its jurisdictional limits. Readjustment Counseling Services, for the purpose of this solicitation, shall be counseling provided by social workers, psychologists,pyschiatrists and other counselors, individually or in concert,specifically directed at social, psychological, and/or behavioral problems which bear a direct relationship to the process of readjustment from military duty during the Viet Nam and the Persian Gulf Eras. Modalities of readjustment counseling other tans job training,skill development, and substance abuse counseling, all of which must as a primary goal and have as their central purpose, the amelioration of disruptions in the readjustment process from military duty during the above mentioned eras. While the provision of medications and physical examinaations are not to be considered as a component of readjustment counseling services and will not be provided for in the resultant contract (s) offerors will be expected to have the capability to arrange for, through referral, physical assessments and medical treatment and therapy, or to provide such services directly. Prospective offerors submitting proposals in response to the request for proposals should have treatment centers that are physically located within fifty (50) miles for those counties which the contractor will provide services to eligible veterans.
