DESIGN AND DEVELOPMENT CONTRACT FOR KINETIC ENERGY DEFEAT OF EXPLOSIVE REACTIVE ARMOR The U.S. Army, Tank-automotive and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC), Picatinny Arsenal, NJ, intends to process a modification to add new work to an existing contract with General Research Corporation (GRC) International, Inc., 1900 Gallows Road, Vienna, VA 22182. The objective of this modification is to investigate and develop a Kinetic Energy (KE) design concept to defeat the Explosive Reactive Armor (ERA). This contractual effort is for the design, development, and manufacture of a novel projectile that will defeat current and future ERA on armored vehicles. This procurement will be processed as a sole-source requirement to the aforementioned company. Pursuant to the authority of 10 USC 2304 (c)(1) as implemented by FAR 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. Award to any other source would result in substantial duplication of cost to the Government, which cannot be recovered through competition. This action will be accomplished by use of Alpha Contracting, utilizing a teaming approach with GRC International, Inc. Reference Note 22 applies.
