issue a IFB/ Request for Offers for the Restoration of Chilled Water
Distribution System, Phase IV and Phase V, at NASA's Goddard Space
Flight Center in Greenbelt, MD. Funds are not presently available for
this requirement. The Government's obligation under this requirement is
contingent upon the availability of appropriated funds from which
payment for contract purposes can be made. The order of magnitude for
the procurement is between $5M and $10M, and is estimated that the
effort will be completed within 520 calendar days for Phase IV, and 520
calendar days for Phase V, after notice to proceed. THIS PROCUREMENT IS
A TOTAL SMALL BUSINESS SET-ASIDE EXCLUSIVELY FOR THE SECTION 8(A)
PROGRAM.See Note 1. The SIC Code and small business size standard for
this procurement are 1623 and $17M, respectively. The project shall
include all labor, material, equipment and supervision necessary for
the removal/replacement of various underground chilled water piping
sections at Goddard Space FlightCenter (GSFC), Greenbelt, MD. The work
includes but is not limited to the removal of various segments of the
existing underground chilled water distribution system piping and
appurtenances, and the installation of new piping system and associated
construction. The construction will involve excavation, shoring &
sheeting, site work, demolition of old piping sections and installation
of new sections of chilled water piping, related pipe fittings &
valves, making axial locking restrained piping joints, plating of
excavated roads, re-paving of affected roads & parking lots, removal of
old concrete kickers & installation of new concrete kickers,
replacement of new concrete sidewalks, restoration of landscaping of
sites affected by construction. The piping systems vary in size from
100 mm to 750 mm and are located in various areas at the GSFC campus.
The project includes limited work in the interior of some buildings.
The project is comprised of a base package and several options; the
options beingsimilar to the base package. Selection will be based upon
Best Value Characteristics as listed in the solicitation. The
anticipated release date of the solicitation is on or about December
16, 1999 with an anticipated offer closing date of on or about January
18, 2000. The firm date for receipt of proposals will be stated in the
solicitation. Potential offerors may request a copy of the drawings and
specifications by faxing or mailing a written request to the Contract
Specialist assigned to this project. Telephone requests will not be
accepted. In accordance with FAR 5.102(a)(7), availability of the
solicitation will be limited to electronic medium. Plans and
specifications will NOT be directly provided in paper hard copy format.
The cost for drawings and specifications on CD-ROM is $15.00 per set
(Unrefundable), payable only by certified check or money order
addressed to the "U.S. Treasury". Cash, company checks, and credit card
payments will not be accepted. Funds will not be accepted prior to
availabilityof solicitation. Notification of any changes to this
solicitation (Amendments) shall be made only on the Internet. It is
therefore the contractor's responsibility to check the Internet site
daily for any posted changes to the solicitation plans and
specifications. All responsible qualified sources may submit a
proposal, which will be considered by the agency. Request must be in
writing to include: solicitation number and title of project, complete
address, point of contact, area code and telephone number, area code
and fax number, e-mail address, identify whether the firm is a prime
contractor or sub-contractor. The anticipated release date of the
IFB/RFO is on or about 16 December 1999 with an anticipated offer
closing date of on or about 18 Jan 2000. The firm date for receipt of
bids or offers will be stated in the IFB/RFO. All QUALIFIED responsible
sources may submit a bid which shall be considered by the agency. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement will be available over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a
World-Wide Web (WWW) server, which may be accessed using a WWW browser

Prospective offerors shall notify this office of their intent to submit
an offer. It is the offeror's responsibility to monitor the Internet
