Synopsis/Solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemental with additional
information included in this notice. This solicitation is issued under
Request for Quotation (RFQ) number 00SQ6A0012. This announcement
constitutes the only solicitation as a written solicitation will not be
issued. All quoters should reference the RFQ number and shall be
submitted by local time, 4:00 p.m. on 22, November 1999. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-14. This solicitation
is set-aside for small business under standard industrial
classification code 3699. The small business size standard is 750
employees. The requirement is for a fixed price contract under
simplified acquisition procedures. The solicitation contains one line
item. Line item 001. Quantity 1 lot (2 each) Basler DECS -- 300 digital
excitation system, mounted in a NEMA 1 free standingcubicle measuring
30" X 30" X 90", for a brush hydro generator with exciter field
requirements of approximately 14 amperes at 125 V DC at generator
output of 35 MW at 11.5 KV. This system shall include: DECS 300 digital
controller, firing circuit board interface, 6 SCR power rectifier
bridge, nominally rated 250 V dc @ 25 amperes output, with three
current limiting fuses, AC field contactor with four (4) auxiliary
contacts, field flashing contactor with current limiting resistor,
BE3-74S Millivolt sensing overcurrent relay w/shunt, BE3-47N loss of
voltage sensing relay, 4-20 ma transducers for remote DC voltmeter and
DC ammeter, ABB field ground relay and modbus communications. Standard
factory tests. Five (5) sets of instruction books with "As-Built Dwgs.
The systems must be able to use the existing power potential
transformers -- no substitutes. The deciding factor on this RFQ will be
best value. All bidders are requested to furnish a resume of experience
with this brand of equipment, ability to providecommissioning services
for government installation of first unit and guarantee successful
operation of unit prior to government installation and commissioning of
second unit, warranty and ability to provide technical support as well
as price. Price will not be the determining factor. Delivery date
shall be 09-01-2000. Place of acceptance is Bureau of Reclamation, 205
Chamberlain Rd, Mills, WY 82644. FOB destination. The following FAR
