Land Management, (BLM), has seed requirements for the varieties and
quantities of seed as advertised herein. This procurement is
established as a Request for Proposals, commercial item buy,
unrestricted acquisition, combination solicitation/synopsis as the
quantities and varieties of seed are provided. A solicitation with
detailed terms will be mailed, however, this notice provides the
information needed to prepare an offer. Pertinent terms and conditions
for this buy are: The BLM shall evaluate the seed for each item number
based on seed certification and the lowest PLS price per pound. Awards
may be made on higher PLS price certified seed versus a non-certified
PLS priced seed. When a variety is not specified (VNS), the government
may award on a higher PLS price based on preference. Other evaluation
factors include past performance and delivery dates. Delivery is
desired on or before 1/5/2000 and required on or before 1/30/2000. Seed
offered for delivery that meets the desired delivery schedule will be
evaluated based on criteria stated above. Seed offered for delivery
after the desired delivery date which meets the required delivery date
will also be considered for award with earlier delivery dates having
preference over later delivery dates. As a responsible source you may
submit an offer which will be considered. Offers may be made in ANY
amount for the varieties specified. BLM reserves the right to award up
to 1,300,000 pounds of seed in total against any of the items listed
herein. 34 primary items (varieties) of seed, including the appropriate
substitutes, will not exceed a total of 1,300,000 pounds in aggregate.
Based on seed availability and considerations given to seed
certification, seed preference and price the BLM will make award in any
amount for each item number, adhering as closely as possible to the
estimated quantities shown below for each item number. Offers may be
submitted for either certified seed, or non-certified seed. The
Government reserves the right to award on anyitem offered for the given
categories (A for certified, B for non-certified, or C for VNS etc.),
or a combination of categories. Awarded dollar amount will be based on
the bulk price per pound. All seed shall be in 50 lb. bags, except for
Sagebrush which shall be 40 lb. bags. Winterfat and Rabbitbrush seed
shall be bagged in 20 or 25 pound bags. All bags of any one lot shall
be bagged in the same size bag. Germination for all seed will be
determined by tetrazolium tests (TZ), moisture content of all seed
shall be less than 11% by weight (except for sagebrush and fourwing
saltbush which shall be 12% by weight), seed is to be delivered to
various locations (BO = Boise, ID; EK=Elko, NV; BM=Battle Mountain, NV;
WN=Winnemucca, NV; EY = Ely, NV; CC = Carson City, Nevada; SL=Salt Lake
City, Utah). Prices shall be based on possible delivery to any of these
locations. (F.O.B. destination). The government reserves the right to
change the indicated delivery location to any site identified herein.
Award cannot be made for an item that does not conform to our minimum
requirements, including PLS rating and delivery date. Estimated

listed, Crested Wheatgrass-Nordan and Ephraim, and Siberian Wheatgrass,
as a sub for Hycrest; Basin Big Sagebrush as a sub for Wyoming Big
Sagebrush. Offers may be made in ANY amount for the varieties
specified. BLM reserves the right to award up to 1,300,000 pounds of
seed in total against any of the items listed herein or as stated in
the hardcopy solicitation. 34 primary items (varieties) of seed,
including the appropriate substitutes, will not exceed a total award of
1,300,000 pounds in aggregate. Offers will be due in this office on
November 30, 1999 at 9:00 a.m. (local Denver time), as specified in the
solicitation. Receipt of fax offers is allowed under this solicitation.
All responsible sources may submit an offer which will be considered.
