The General Services Administration (GSA), Public Buildings Service,
Office of the Commissioner is interested in selecting an accredited
four year institution to develop a two week executive management
training course. It is expected that the successful university will
implement/administer the course to a target audience of approximately
40-50 executive level managers on an annual basis. This course will be
designed to teach senior level managers engaged in portfolio
management, financial management, construction, design, strategic
planning, protective services, and realty services to apply current
research, technologies, and methodologies to the following core
knowledge areas: real estate portfolio asset management; real estate
market analysis; real estate financial and economic analysis; strategic
thinking and decision-making; negotiations; uses of technology;
workplace innovations; design and construction management; public
policy, institutions, and politics; and policy analysis. The framework
used should incorporate systems thinking and collaboration. GSA
intends to award a firm fixed price contract for an initial period of
one year with four one-year options. Universities interested in
submitting a proposal or seeking additional information should give
written notification to the contracting officer at the address
indicated above within 30 days of the publication of this notice.
Notification should include a written statement of the university's
qualifications which should include 1) a written narrative which
demonstrates the ability to develop quality material reflecting most
current principles, theory, and best practices specific to the core
knowledge areas identified above; 2) demonstration of the ability to
teach the concepts, principles, and practices related to the subject
areas; 3) provide samples of similar training presented (limit samples
to 20 pages maximum). Provide a university point of contact and
telephone number. It is the responsibility of each interested offeror
to provide sufficientdata to the government to support their contention
that they can provide the requested training. This market survey may
constitute the only notice of issuance of a solicitation for this
