Renovation Office is soliciting technical proposals for the Metro
Entrance Facility (MEF) project utilizing two-phase design-build
selection procedures. The Phase 1 solicitation is anticipated to be
issued on or about December 15, 1999, and will be evaluated to
determine which offerors will submit proposals for Phase 2 which is
anticipated to be released on or about April 1, 2000. Phase 1 will be
posted on the PENREN web site located at
http://www.dtic.mil./pentagon_renovation; no hard copies of the
solicitation will be issued. One contract will be awarded using
competitive negotiation. The estimated cost range for this project is
$25,000,000 and $100,000,000. Industry Day is tentatively scheduled for
December 9, 1999, location and time will be posted on the PENREN web
site. The primary objective of the MEF project is to improve the level
of safety and security of the Pentagon while continuing to provide
access to various means of transportation along the southeast side of
the building. The MEF project includes; (1) relocation of existing bus
facility away from the Pentagon; (2) new secured Pentagon entrance;
(3) revised access to existing Pentagon Metro Station; (4) equivalent
public bus facility and (5) improved provision for private vehicle
