Contracts Management Division- Cincinnati,
Reinhart.Donna@EPAMAIL.EPA.GOV. The Environmental Protection Agency
(EPA) has a need for a contract with operation of government provided
test cells to perform flexible engine testing and optimization related
to small displacement, one of a kind, engines with efforts focused on
testing for emissions and improved efficiency (lower carbon dioxide
emissions). Work will primarily include testing of engines, but limited
testing of power trains, subsystems, control systems, and fuel systems
may be necessary. It may be necessary to convert testing equipment to
alternate-fuel emission operation if not capable. Alternate fuels to
be addressed will include alcohol fuels and may also include natural
gas, DME, petroleum gas, and reformulated gasoline. However, a large
part of the work may include work with petroleum-based fuels. It is
expected that the majority of testing will be performed on EPA supplied
engines. The contractor shall provide skilled experienced engineering
personnel including backup personnel and tools to operate the test
cells. EPA will provide the test cells at their EPA National Vehicle
and Fuels Emission Laboratory (NVFEL) in Ann Arbor, Michigan.
Contractor personnel who operate the test cells are expected to live in
close proximity to the EPA laboratory. The contractor shall have
experience and capability in calibrating and testing of proto-type
automotive components, including components used in engines,
subsystems, control systems, and fuel systems. The contractor shall
also have experience in the fabrication of unique parts, calibration
and optimization of advanced prototype engines, new concept screening
that requires on the spot decisions on one of a kind prototype engines
and components to avoid costly mistakes which could damage expensive,
unique prototype components. The contractor shall also be able to
accommodate modifications and fabrications of Direct Injection Fuel
Injection Systems and engine components such as cylinder heads. The
Government anticipates the award of a cost plus fixed fee LOE type
contract with a twelve month term and two twelve month options. The
base level of effort will consist of 11,000 hours. In addition, options
will be included to increase the level of effort by up to 33,000 direct
labor hours during each period. The solicitation is subject to full and
open competition, all responsible offerors may submit a proposal. The
SIC code is 8711. Copies of the solicitation will be available to all
offerors on the Internet. Offerors should visit EPA's Home Page
(http://www.epa.gov/oam/cinn_cmd) for continuous update of RFP's
status. It is anticipated the solicitation will be available in middle
January. Note 26 applies. Posted 11/15/99 (W-SN400549). (0319) Loren Data Corp. http://www.ld.com (SYN# 0010 19991117\B-0004.SOL)
