66 -- COTTON GRADING SYSTEM The United States Department of Agriculture (USDA), Agricultural Marketing Service (AMS), Cotton Programs, plans to negotiate and award a firm fixed price contract to Zellweger Uster for the procurement of the completely automated cotton grading system they presented in an unsolicited proposal. This negotiation will be for the procurement of a system for a yet to be determined facility and for maintenance thereafter. This procurement will be awarded FOB destination. All effort shall be completed and all reports delivered in time for the next cotton grading season. There will be no solicitation as this negotiation is a result of an unsolicited proposal submitted by Zellweger Uster and handled in accordance with FAR 15.6.
