SOURCES SOUGHT ANNOUNCEMENT The U. S. Army Industrial Operations
Command needs licensed 8a certified contractors with varying
capabilities involved with the inspection, packaging/repackaging, and
transportation of low-level radioactive waste. The contractor may be
required to perform the various tasks to include the following: (1)
Travel to various government installations CONUS/OCONUS, (2) Perform
site surveys on instruments, sources, soil, water, building, vehicles,
etc., (3) Decontaminate equipment or areas for free release, (4)
Identify radionuclides and activities or concentrations, (5) Identify
hazardous elements of waste material, (6) Packaging-must be familiar
with NRC/DOT requirements, burial site conditions, etc., (7) Ship-may
be required to load packaged waste IAW NRC, DOT and burial site laws
and regulations for transportation CONUS/OCONUS. This also includes the
preparation of all necessary shipping papers, (8) Liquids-may be
required to provide mobile services to perform solidification of
liquids, (9) Explosive Ordnance Disposal-may be responsible for
ordnance decontamination and removal or ordnance residue to an approved
collection facility. This task will also include the technical
knowledge, training and capability to perform Blow and Go detonation on
unexploded ordnance (10) Target Refurbishment/Replacement- may be
required to construct, refurbish and/or replace targets and target
support structures and dispose of target debris at an approved
collection facility, (11) Excavation of ordnance burial pits-may be
required to excavate ordnance burial pits and certify pits are ordnance
free (12) Soil/Water sampling/analysis-will have the capability to
collect water/soil samples and provide scientific analyses and reports
on the samples. Contractor(s) must already be certified 8a or
certification pending within 90 days. Contractor must have a Nuclear
Regulatory Commission (NRC) or an Agreement State license. Contractor
must have access to an Industrial Operations Command approved broker
for shipping low-level radioactive waste. Technical POC is Mrs. Sharyll
