Warfare Center, Crane Division, is requesting information at no cost to
the Government for Rail Systems manufactured in accordance with MIL-STD
1913. The Naval Special Warfare Command has an objective of affixing
Rail Systems to various weapons within the inventory. The weapons are
as follows: M60 Machine Gun, MK43 Machine Gun, M2HB Machine Gun, M14
Rifle, Remington 870 Shotgun and the AK47 series rifles. The objective
is to obtain MIL-STD 1913 Rail Systems for the above mentioned weapons
to increase operational effectiveness through compatibility with the
SOPMOD Kit components (4X Day Scope, Reflex Sight, Vertical Forward
Handgrip, Infrared Laser Pointer/Illuminator, Visible Laser, Visible
Bright Light (9 volt flashlight), and Mini Night Vision Sight as well
as other sights/components currently in the inventory. Of particular
interest are mounts that cover one or more quadrants in a single unit.
In general, mounts are sought which are optimized for ergonomics, zero
retention, durability, and weight. Mounts should not affect the
functioning/safety of the basic weapons. An objective of this effort is
to minimize the modifications required to the basic weapon to attach
the mounts, however it is understood that certain minor modifications
may be required to achieve performance requirements. This is a Non
Developmental Item/Commercial Off-the-Shelf (NDI/COTS) effort. It is
anticipated that an Indefinite Delivery Indefinite Quantity contract
will result. The Government will not provide weapons or weapons
drawings for this effort. Tentative schedule for this effort is to
issue a solicitation by 1 April 1999, and to obtain 10 product samples
for each rail system configuration (at no cost to the government) from
interested sources not later than 15 May, 2000, for user evaluation and
source selection. Desired outcome of this process is the award of
Indefinite Delivery/Indefinite Quantity contract(s) to one or more
sources by July 2000. It is requested that interested offerors provide
the POC below with product information such as specifications, test
results, catalogs, pricing and availability by 30 December 1999.
