Education, for the Office of the Under Secretary(OUS) has a requirement
for a study involving several analyses of existing data to be conducted
as part of a National Assessment of Vocational Education(NAVE). These
analyses, using national data sets, involve research on issues at the
postsecondary level that are of policy relevance to the Carl Perkins
Vocational and Technical Education Act of 1998(Perkins III). As defined
in the law, Vocational and technical knowledge and skills the
individuals need to prepare for further education and for careers(other
than careers requiring a baccalaureate, master's, or doctoral degree)in
current or emerging employment sectors." In defining vocational
education, the law specifically focuses on the program of study rather
than the type of institution. Therefore, the contractor shall be
sensitive to this distinction when defining postsecondary occupational
education students. This is a full and open procurement and it is open

Anticipated issue date is November 30, 1999 and closing date is January
