plans to issue a three-month extension, with three one-month options,
on a sole source basis to Science Applications International
Corporation (SAIC). This procurement will extend the period of
performance under contract NASW-4967 for up to an additional six months
beyond 12/7/99, the current end date of the contract, at no increase to
the total contract value. This extension is required for the
availability of continued indefinite delivery/indefinite quantity
support for independent studies and analyses in the following areas:
aerospace technology assessments, independent surveys, aircraft market
studies, economic, business, and trade policies, and other aerospace
studies to support NASA's Aero-Space Technology Office. This extension
will allow NASA the minimum amount of time necessary to request and
properly evaluate competitive proposals. The competitive follow-on
requirement will be posted shortly. NASA/GSFC intends to purchase the
items from Science Applications International Corporation(SAIC),
Technology Service Company, 1215 Jefferson Davis Highway, Suite 1500,
Arlington, VA 22202. Statutory authority for this sole source extension
is 10 U.S.C. 2304(C)(1)-Only One Responsible Source. Award to any other
source would result in unacceptable delays. However, companies who
believe they can provide theses services without any detrimental impact
to the NASA Headquarters Aerospace Technology Office should fully
identify their interest and capabilities within 15 days after
publication of this synopsis. The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. An Ombudsman has been
appointed. See Internet Note "B". Interested firms have 15 days from
the publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government to not compete this proposed
effort on a full and open competitive basis, based upon responses to
this notice is solely within the discretion of the Government. All
qualified responsible sources may submit an offer which shall be
