Center Jacksonville intends to issue a solicitation under the
requirements of Office of Management and Budget (OMB) Circular No. A-76
for Child Care Services required at the Child Development Center, Naval
Air Station Key West, Florida. The solicitation is part of a Government
cost comparison to determine whether accomplishing the specified work
under contract or by Government performance is more economical. If
Government performance is determined to be more economical, the
solicitation will be canceled and no contract will be awarded. The
composition of the U.S. Navy is changing rapidly and largely reflects
trends in our society. Increasingly, Navy families consist of two wage
earners, or families that are headed by a single parent, either male
or female. These personnel experience a need for child care services,
which is heightened by the mobility of military service. It is the
Navy's intent to assist in providing a Child Development Program that
promotes quality childcare for Infants, Pre-Toddlers, Toddlers,
Pre-school and school age children. Services will include, but not
limited to the following: Management and Operation of Child Development
Center located at the Naval Air Station Key West, Florida and the
Family Child Care (FCC) Program. The FCC program is child care service
provided by FCC homes outside the Child Development Center. Services
require the oversight and administration of the FCC program to provide
full-day care and to provide extended hours and weekend care, care of
mildly ill children, care of special needs children, hourly and
part-time care, school-age care, twenty-four (24) hour care and
emergency care. Proposed contract is for a period of one year (Base
Period) and will include four one-year options to extend services. The
proposed contract for these services will be competed under full and
