National Institute of Allergy and Infectious Diseases, NIH is seeking
small disadvantaged 8(a) business concerns to provide on site
"Messenger/Mail Sorting Services". Delivery is between the specified
buildings on the NIH Campus as well as other sites located off campus.
Services will also include pick up and delivery of "Hand Carry" and
mission-critical reports as well as the services of an individual who
will sort mail twice each day at NIH buildings. Independently, and not
as an agent of the Government, the Contractor shall furnish all the
necessary services, personnel, two pagers (beeper), equipment, and
liability insurance, not otherwise provided by the Government.
Messenger/mail sorting will be provided in full, every government
working day during the contract period. The Contractor is required to
hire only bondable employees. This is to ensure that the Contractor
assumes responsibility for any valuables that may be transported from
building to building. In the event of illness, vacation or other
absence, the Contractor shall be responsible for providing a substitute
mail sorter or messenger. The Government will provide the Contractor
the NIH Shuttle schedule indicating the departure and arrival times at
each facility. The Contractor shall provide a means of transporting
mail to and from one of the locations in Rockville as there is no NIH
shuttle to this building. The Contractor shall be primarily responsible
for the training of new personnel, however the Government reserves the
right to make schedule changes as needed during the period of the
contract. The Contractor shall provide for a quality control/quality
assurance program. This program would include a method of recording any
problems that may occur and steps toward solution. If interested,

for proper evaluation of resources and related experience, including
