NASA GSFC/WFF plans to issue a Request for Offers for Repair of Storm Drainage System -- Phase IV at NASA's Goddard Space Flight Center, Wallops Flight Facility, Wallops Island, Virginia 23337. The scope of work for this project shall include, but is not limited to: The cleaning of storm drainage pipes designated in the plans and the air testing of selected pipe joints. Repair work for pipes includes, but is not limited to: the using of pressure grouting; replacement of appropriate pipes; installation of cured-in-place pipe lining; backfilling of settled areas; dewatering; and other work as indicated on the plans and as directed by the Contracting Officer. Repair work for the storm drainage structures includes, but is not limited to: demolition, replacement, or provision of new covers, frames, collars, and fallen bricks; pressure grouting walls and bottoms; patching of holes in bottoms; replacement of entire structures; dewatering; raising of structures; backfilling settled areas; and other work as indicated on the plans and as directed by the Contracting Officer. All pavement and physical improvements disturbed during construction are to be restored. All unpaved areas disturbed during construction are to be fertilized and seeded. The work shall be complete. It includes furnishing, as applicable, or may be required, all contractor's plant, equipment, safety devices, labor, tools, materials, supplies, and services, and performing all operations necessary for or incidental to a complete project in conformity with the drawings and as set forth in the various sections of the specifications. This procurement is being conducted under NASA MidRange Procurement Procedures. The order of magnitude for the procurement is between $500,000.00 and $1,000,000.00 and the effort shall be completed within 180 calendar days after notice to proceed. This procurement is a total small business set-aside. See Note 1. The Standard Industrial Classification Code for the procurement is 1629. The corresponding size standard is $17,000,000.00. The anticipated release date of the RFO is on or about December 8, 1999 with an anticipated offer closing date of on or about January 12, 2000. The firm date for receipt of offers will be stated in the RFO. Bid packages containing specifications and drawings will be available at a nonrefundable cost of $50.00.
