This notice serves to announce the release of the United States Coast Guard_s (USCG) final Request for Proposal (RFP) for Phase I for the National Distress and Response System Modernization Project (NDRSMP). The objective of this acquisition is to modernize and upgrade the National Distress System (NDS). The secondary function of the NDS is to allow command and control (C2) of responding facilities for all operational missions that occur in coastal and inland waterway areas. The Coast Guard has adopted a two-phased acquisition strategy. For Phase I _ Design Demonstration and Validation, the Coast Guard will award firm fixed price contracts to up to three System Integration Contractors to develop a preliminary design for the NDRSMP. In order to participate in Phase II of this acquisition, participation in Phase I is required. Upon successful completion of Phase I, a RFP will be issued for a limited competition between the viable Phase I contractors that will result in the selection of one contractor for the Phase II contract.
