serves to announce the release of the United States Coast Guard_s
(USCG) final Request for Proposal (RFP) for Phase I for the National
Distress and Response System Modernization Project (NDRSMP). The
objective of this acquisition is to modernize and upgrade the National
Distress System (NDS). The primary functions of the NDS are to (1)
allow the USCG to receive maritime distress and emergency response
alerts, (2) coordinate search and rescue operations, and (3)
communicate with mariners. The secondary function of the NDS is to
allow command and control (C2) of responding facilities for all
operational missions that occur in coastal and inland waterway areas.
The Coast Guard has adopted a two-phased acquisition strategy. For
Phase I _ Design Demonstration and Validation, the Coast Guard will
award firm fixed price contracts to up to three System Integration
Contractors to develop a preliminary design for the NDRSMP. In order to
participate in Phase II of this acquisition, participation in Phase I
is required. Upon successful completion of Phase I, a RFP will be
issued for a limited competition between the viable Phase I contractors
that will result in the selection of one contractor for the Phase II
contract. Phase II will include detailed design, Initial Operating
Capability and continue through production, deployment and system
support. The RFP will be posted on the NDRSMP Internet site at
http://ndsmp.spawar.navy.mil and on GSA_s Electronic Posting System
(EPS) at http://www.eps.gov under EPS for Vendors. It is the Offeror_s
responsibility to routinely monitor these sites and/or the CBD for the
release of the RFP. Interested parties are strongly encouraged to
familiarize themselves with features of the EPS including its
Acquisition Notification service. Potential Offerors are responsible
for downloading their own copy of the RFP. If you encounter problems

presentation slides, is due on February 1, 2000. The deadline for all
