Services for HSQ Supervisory Control and Data Acquisition (SCADA)
Equipment at Various Locations, Oahu, Hawaii. The existing SCADA system
manufactured by HSQ Technology consists of the centralized host
computer, HSQ Miser Software, redundant workstations, and numerous
Remote Terminal Units (RTUs). The HSQ SCADA system monitors and
controls the steam, compressed air, salt water, and portions of the
potable water system. The Contractor shall provide all labor,
supervision, tools, materials, equipment, transportation, quality
control, and safety prevention necessary to perform site maintenance
and technical assist/services on HSQ SCADA central and remote
monitoring equipment and software. Site maintenance for the HSQ SCADA
system shall include inspecton, testing, calibration, cleaning, repair
and software updates/modifications. Technical assist/services include
assistance to Government personnel during maintenance and operational
testing of the HSQ SCADA system. Work shall also include installation
of the latest version of HSQ's Miser software and telephone
consultation/support. SIC Code 7378 applies. This contract action is
for services for which the Government intends to solicit and negotiate
with only HSQ Technology, under the authority of FAR 6.302-1, since
the components of the existing HSQ SCADA system, centralized host
computer and RTUs are proprietary items. Firms that have the capability
to perform the above work should notify us within 15 days after the
date of publication of this synopsis. This notice of intent is not a
request for competitive proposals. A determination by the Government
not to open the requirement to competition based upon responses to this
notice is solely within the discretion of the Government. Information
received as a result of the notice of intent will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. The contract term will be a base period of
twelve months plus four one-year options. The total term of the
contract, including all options, will not exceed 60 months. The
