NASA/GRC plans to issue a Request for Quotation (RFQ) for 10 Ea., Advanced compliant surface research foil bearings compatible with Glenn Research Center's test rig. The surface foil bearings shall meet the following specifications: Diameter: 1.375 inches; Length: 1.065 inches; Bearing design: Number 106E006. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Mohawk Innovative Technology, Inc., 1037 Watervliet-Shaker Road, Albany, NY 12205-2033 under an approved Justification citing the authority of 10 U.S.C. 2304 (c)(1) -- Only one responsible source and no other supplies or services will satisfy agency requirements. The Justification for Sole Source is that the purchase of the research foil bearings is in support of the oil-free Turbomachinery Program. Mohawk Innovative Technology,Inc. supplied bearings previously and the current procurement must maintain the compatibility with the existing research hardware, namely the GRC oil-free high speed foil bearing test rig. Additionally, the sole source vendor is the only manufacturer of these research bearings that will support the required load capacity for the program test matrix. The Government does not intend to acquire a commercial item using FAR Part 12. Interested firms have 4 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 4 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
