The purpose of this modification is to change NRL's website link to the proposal list, change the contemplated type of contract to Firm Fixed Price commercial, and restate the synopsis published in the Commerce Business Daily on 7/30/99. The Naval Research Laboratory (NRL) has a requirement for Counseling and Referral Services (CR/S). The service consists of diagnostic counseling, referral, training, education, and other assistance to NRL employees and family members. The focus of interest includes, but not limited to, drug, alcohol abuse and emotional/behavioral issues, which may adversely impact an employee's job performance, attendance, or conduct. A detailed solicitation and statement of work will be posted on NRL's webiste (http://heron.nrl.navy.mil/contracts/rfplist.htm). The period of performance is 12 months for the base contract with 4 options. Each option, if exercised, shall have a period of performance of 12 months. A Firm Fixed Price commercial contract is anticipated for award. The solicitation will close approximately thirty (30) days after issuance of the Request for Proposal (RFP). All responsible sources may submit an offer, which shall be considered. The proposed contract is 100% set aside for small business concerns. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This solicitation and any amendments to it will be available via the Internet at the URL address shown above.
