P/N: 772R416G01 The Government intends to award a contract for the
Central Processor Unit (CPU) in the blocks 30 and 40 F-16 Programmable
Signal Processor (PSP). This effort will be a best value source
selection conducted in accordance with Air Force Federal Acquisition
Regulation Supplement (AFFARS) 5315.3 Source Selection and the AFMC
supplement (AFMCFARS). Award will be made to the offeror who is deemed
responsible in accordance with the Federal Acquisition Regulation
(FAR), whose proposal conforms to the solicitation's requirements and
is judged to represent the best value to the Government. Best Value
means the expected outcome of an acquisition that, in the Government's
estimation, provides the greatest overall benefit in response to the
requirement. The proposed contract will be Firm-fixed Price for a total
of 1,545 Central Processor Units (CPUs). Five of these will be
subjected to first article testing. The CPUs will be procured in four
increments. Aninitial procurement of 136 units is planned for the basic
year and three additional option years of 468 units each. This
acquisition is for replacement retrofit for the Falcon Flex Program and
will depart from the normal "build to print, spare acquisition." The
Falcon Flex Program allows and encourages contractors to develop and
manufacture F-16 items using new designs and new manufacturing
processes that will significantly lessen the R&M problems currently
being experienced. The new CPU must comply with the performance and
interface requirements identified in the performance-based acquisition
specification. This acquisition is a 100% small business set aside
(SIC code: 3679). The solicitation with all attachments will be posted
at http://eps.gov. The approximate issue response date for the
