This is a combined synopsis/solicitation for commercial items in accordance with the FAR Part 12.6. A written solicitation will not be issued. For this action, the simplified acquisition threshold takes its definition from FAR 13.5. The Navy's Acquisition Reform Office (ARO) located in Crystal City, Va. has a requirement for support services. The Statement of Work is provided now. The Government invites you to propose your approach to meeting this requirement based upon the resources identified in your Navy ITSS BPA or GSA schedule for services. The ARO anticipates work to commence on or shortly after 15 December 1999 and continue through 31 October 2000. -- The Government's award evaluation shall be in accordance with the ordering rules stated in FAR 8.402 and GSA language in their FSS schedules ordering terms and conditions. Selection shall be based on the following in descending order of importance. 1. The expertise provided by the offeror. The resumes of Key personnel will be evaluated based on education and experience. We'll be looking for educational background and especially work experience that shows prior success in meeting goals and solving problems in the fields of work supported by the ARO and/or identified by the SOW. 2. Past Performance is closely associated with the expertise provided. Although the past performance of the Key personnel is of prime importance, your corporate experience in the work areas supported by ARO is important. 3. Technical Approach. Please provide a written response to how you would meet the needs of the ARO as described in the SOW. 4. Price will be evaluated for Realism and will become more important as the range of technical scores narrow. Please provide a breakdown of the price by labor categories, fully burdened prices per hour, and quantities of hours per category. Other direct costs should identify what tools you need and expenses you anticipate to directly support the labor you offer. Please limit your quote to ten pages. Statement of Work for Support to ASN(ARO) TOC Team Leader The contractor shall support the Assistant Secretary of the Navy's Acquisition Reform Office (ASN(ARO)) Total Ownership Cost (TOC) Team Leader in developing and executing strategic plans for implementing ABC/M within the Department of the Navy (DoN) acquisition community, improving the DoN's TOC Reduction program, defining and prototyping a DoN strategy for incentive/investment/reinvestment, providing investment/reinvestment business case development support to acquisition programs, TOC/CAIV/ABCM SOW/RFP language development support, TOC process mapping/modeling support, elaboration and enhancement of the TOC Knowledge Share Space (TOCKSS), and fielding of an acquisition support Tiger Team skilled in Best Practice implementation; Best Value methods, modeling, and assessment; and TOC Program implementation. This effort will include identification and documentation of DoN and Systems Command goals and objectives using Product Portfolio Management methods; identification, development, and implementation of methodologies for managing and coordinating acquisition TOC activities within DoN; and implementation of continuous assessment methods including Earned Value Management (EVM) and Balanced Scorecard (BSC) for determining the effectiveness of the initiatives implemented. The contractor shall provide management, engineering and technical personnel with demonstrated expertise and experience in information systems, financial management, and system acquisition to perform the following tasks: Task 1 -- ASN(ARO) TOC Program Planning and Implementation. -- Support ASN(ARO) in executing the strategic/tactical plan that identifies and defines System Commands' TOC Reduction program goals and objectives and coordinates the implementation of DoN TOC Reduction processes within the Systems Commands and the Operating Forces. -- Provide Project Management expertise during the implementation phase and the follow-on support effort to track the strategic planning of the TOC team leader's initiatives. -- Develop Information Technology support for the Strategic Planning processes within the ARO. This effort will include: -- Technical support -- Administrative support; and -- Participation in team development and planning. -- Prepare briefing materials and present periodic Strategic Planning process briefings. Task 2 -- Strategic Planning for ABC/M Implementation. -- Support ASN(ARO) in: developing a strategic plan for ABC/M implementation, obtaining endorsement and implementing the plan such that five pilot ABC/M projects are begun in FY2000, and that ABC/M project facilitation becomes part of the competency package at the Acquisition Reform Office (ARO). -- Provide ABC/M support to the five pilot sites to include ABC/M self assessment, ABC/M business case development, process modeling, building activity models, installation and training on ABC/M software, assessing integration of existing data systems and continuous performance monitoring of the ABC/M implementation. -- Provide requirements analysis, application analysis and program development for acquisition reform initiatives as assigned by the Total Ownership Cost (TOC) Team Leader. -- Provide support to the TOC Team leader in the following areas: -- Strategic Implementation and Deployment Plan for Activity Based Costing and Activity Based Management (ABC/M); -- Implementing and Deployment Plan for Earned Value Management System (EVMS); -- Coordinate ACE facility ABC/M and EVMS implementation; -- Provide implementation guidance; -- Promulgate ABC/M and EVM implementation practices; -- Provide strategic and policy support for Gainsharing and other incentives; -- Provide support on ABC/M and EVMS; -- Other Strategic Initiatives as assigned. Task 3 -- Defining and Prototyping a Navy-wide incentive and investment/reinvestment strategy -- Support ASN(ARO) TOC Team Leader in identifying and/or defining methods, techniques and actions needed to implement a prototype TOC Investment Portfolio Management process for subsequent introduction across Navy Programs at the Program, PEO and Hardware Systems Command Levels. -- Support ASN(ARO) in implementing TOC Investment Portfolio Management processes across the Navy. -- Support ASN(ARO) in defining DoN level TOC metrics. Task 4 -- Development of contracting guidelines and clauses for implementation of TOC, CAIV, ABC/M, and EVM requirements in the SOW and RFP. -- Assist ASN(ARO) in: identifying and/or defining methods, techniques and templates to implement advanced cost management practices in acquisition programs; developing accepted contractual language and standard clauses for use in solicitations and Statements of Work (SOW); and defining metrics and measures for use by Program Managers for source selection and vendor performance reviews. Task 5 -- TOC Process mapping and modeling support. -- Assist ASN(ARO) in: mapping the TOC Process and establishing a common framework for TOC analysis which is accepted by all the Systems Commands and associated PEOs. Task 6 -- Elaboration and enhancement of the TOC Knowledge Share Space. -- The contractor shall design and develop an interactive Knowledge Management Tool (TKSS) for Navy TOC information dissemination, professional development and interaction, and provide technical support to the ASN(ARO) Acquisition Knowledge Management (AKM) project. The tool will be web-based (with a zero install client) and will link to other DON, DOD and industry web sites. TKSS will be an effective mechanism for disseminating Navy policy and guidance on TOC and CAIV, and will be a portal for collection and dissemination of industry and government knowledge regarding implementation and management of TOC, cost management, and CAIV programs. In addition, TKSS will catalogue information as a "library" on cost analysis, ABC/M, CAIV, target costing, and other related topics. The contractor shall perform the tasks and produce related project artifacts in accordance with standard software development methodology. -- Perform a functional analysis of requirements, develop a functional requirements design document, develop a project plan for design and testing, and deliver an operating first generation tool ready for publishing and release to the internet for public access. -- Employ standard software development techniques employing frequent involvement with the ASN(ARO) POC to ensure the end product supports the need of the customer. The contractor shall use information systems developers and technical personnel with demonstrated expertise and experience in information systems, knowledge management and system acquisition to perform this task. Subtask 1 -- TKSS System Definition and Design. Conduct the requirements analysis and design tasks and develop the associated systems design artifacts. Subtask 2 -- TKSS Version 1. Based on approval of the artifacts developed in Subtask 1, develop Version 1 of an operational knowledge base tool. Subtask 3 -- AKM Project Support. Provide technical support to ASN(ARO) in the design of the Acquisition Knowledge Management capability. Task 7 -- Support Acquisition Reform Initiatives and Acquisition Program Support Efforts of the Acquisition Reform Office (ARO). The contractor shall provide support to the ARO for program consultation, evaluation and implementation of acquisition reform initiatives. This will consist of program assessments, support of interactive modeling sessions, collaborative planning, and consulting for implementation of acquisition streamlining. The contractor shall participate in Cost Management assistance to the SYSCOMs/PEOs/PMs in applying Activity Based Costing and Activity Based Management (ABC/M), Earned Value Management (EVM) and other Best Practice cost management techniques and tools to improve financial planning and management.
