THIRD NOTICE -- The Installation Business Office Contracting, Fort Bragg, NC is soliciting proposals for an OMB Circular A-76 Cost Comparison Study to provide educational services for the Community Activities and Services Business Center (CASBC). The requirement for Educational Services includes providing all resources and management necessary to perform educational services and programs to the adult population of the Fort Bragg Community. Major task areas include administration and reception; budget; facilities, equipment and supply; automation and technology; education programs; guidance and counseling; counseling support; and marketing and briefings. The performance period includes a base year and four one-year option periods. A separate phase-in period will be required. The anticipated contract type is Firm-Fixed Price. The solicitation is 100% Small Business Set-Aside. The Standard Industrial Classification (SIC) Code applicable to the solicitation is 8299. The size standard is $5 million. The FSC/Service Codes is R419. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the Request for Proposals. In accordance with OMB Circular A-76, the proposal deemed to represent the best value to the government will be compared to the government's proposal to perform said services. The solicitation will not result in contract award if the Government performance is determined to be more advantageous. The study will determine if it is more economical to contract out the functions to a commercial activity or retain the functions within the federal workforce. This notice does not constitute a commitment by the Government. The projected date of issuance of the solicitation is 30 Dec 99, with proposals due 30 Jan 00.
