The Bureau of Land Management, Uniform Program, has a requirement for dark or chocolate brown western-style jeans. Men's and Women's sizes are required, although BLM will consider that women's sizes may only be available on a seasonal or intermittent basis. Jeans features include: 100% cotton heavy weight denim, original fit, washable, and western 5-pocket styling. Estimated annual quantity: Men's: 1,800, Women's: 200. It is known that Wrangler men's style number 13MWZKL and Wrangler women's style number 13MWZKL meet the above requirements. BLM invites Wrangler Distributors to submit their name to us if interested in providing these jeans to BLM under a contractual arrangement. Additionally, if any other manufacturer or distributor is able to meet the specifications of the Wrangler jean (an equivalent in style, material and color) we invite you to submit you name to us (including a sample). A solicitation shall be mailed to all interested parties. A single contract award shall be made based upon the following: Evaluation criteria for the jeans that could be offered as a result of this sources sought announcement, includes: 1) Uniform Quality and Special Requirements -- quality includes workmanship, fabric properties, washability, color retention, comfort and fit, style and color. Higher ratings will be given for the availability of women's sizes upon contract award. 2) Past Performance including quality of products, quality control of products, timeliness of delivery, quality of customer service, quality of information services, ability to limit product changes. 3) Ordering and Billing capability -- includes a customer-friendly ordering system which provides a toll-free order number, customer service representative, and fax number. Higher ratings will be given for additional ordering features such as e-mail, web page information and ordering capability direct from the web page, etc. Additionally, higher ratings will be given if the Offeror provides reports regarding uniform ordering activity, such asnumber of items ordered, by State/Office/Employee, number of returns and backorder status. Offeror shall have the capability to accept the Government Uniform MasterCard, and deal with issues associated with the government uniform card. Offeror shall have the capability to process returns, exchanges, refunds and backorders. Offeror shall publish and distribute product information and order forms to approximately 200 BLM Office locations, 5 copies of each (a flyer and an order form, may be combined on one page, front and back). 4) Delivery and backorders -- Offers shall have the capability to deliver items ordered within 15 working days. Delivery includes F.O.B. Destination, to all BLM offices (200 office locations, concentrated mainly in the 11 western states (AZ, CO, NM, ID, NV, UT, CA, OR, MT,& WY including AK, however also included is WA, Washington D.C., MO, WI, VA, MS, ND, SD, OK and TX). Backorders shall be kept to a minimum. 5) Uniform changes -- the ability and commitment of the Offeror to minimize changes to the uniform component. Evaluation will be on a best value basis considering price and the factors listed above. Price for the garments is to be all inclusive of shipping charges and meeting the evaluation requirements. If western-style jeans can be offered that meets the above requirements and evaluation criteria, please provide the name of your company, complete address, a contact name and phone number to Contracting Officer, Barbara Bellio. If the jeans offered are other than the Wrangler brand styles cited above, please include a sample of the jeans in the dark brown color, along with your notice of ability to provide the jeans. This announcement is to ascertain sources of supply for Wrangler brand jeans or jeans similar to the Wrangler styles cited above. Should sources be identified, a solicitation will be issued to select Wrangler Distributors, and any other sources of supply that respond to this notice. Samples will be returned by January 5, 2000.
