This effort is not suitable for full and open competition because Parsons possesses unique knowledge based on their generation and review of Arctic Ice Trial Test Memoranda and participation in the Arctic Ice Trial Coordination Committee established by the National Science Foundation in support of the acquisition of the USCGC Healey. This Purchase Order will provide continued support for the conduct of Arctic Ice Trials and the execution of associated Test Memoranda in the January through June 2000 time frame. Note 22 applies.
