Biological Chemical Command intends to conduct negotiations with and
award a contract to Dussalt Mechanical Services, One Security Drive,
Hudson, NH, on a basis of other than full and open competition
reference FAR 6.302-1(a) for upgrade controls for Chambers 322A and
322C to include the following: remove the existing controllers, relays
and wiring, upgrade the R/H control to dew point method to include new
chilled mirror systems for each chamber, modify and rewire all new
components, install two new fuzzy logic electronic controllers and
associated components to operate chamber conditions, install
RS232/RJ485 access connections, interface new controls to the existing
mechanical equipment, startup test and one year warranty, for training
class for users. Dussalt Mechanical Services has completed phase one of
the upgrade and their engineering design incorporates proprietary HVAC
and microprocessor systems. Dussault's familiarity with the
engineering design, hardware components,and system intergration issues
constitutes an essential expertise for accomplishing this highly
technical task in a timely and cost effective manner. The selection of
Dussault Mechanical Services for the work of replacing the controllers
and components to allow compatibility with the new coils and condensers
will provide best value to the government. No solicitation document is
