This is a SOURCES SOUGHT for management and engineering services
required to support AIR 4.5.5 in the development of non-acoustic sensor
systems and sensor signal processing systems at the Naval Air Warfare
Center, Aircraft Division, Air Systems Command (NAVAIRSYSCOM). Tasks
may include, but will not be limited to, characterization of ionosphere
noise experimentally and theoretically; correlation of the measured
parameters with each other and with the theoretical model; exploitation
of submarine signatures in order to provide limited search and target
verification capabilities in littoral waters in the presence of dc band
geology noise; program support at meetings; assistance with new project
plan development; investigation and analyzing light propagation through
water; development of a Monte -- Carlo model of light propagation
through water; analytical solutions of optical propagation through
water: correlation of inherent and apparent optical properties; ocean
optical property measurements; support of aircraft and program
equipment; software support for Ocean Water Laser identification
Detection and Ranging(LIDAR) (OWL) and Extremely Low Frequency (ELF)
Programs; software support to Redundant Array of Independent Disks
(RAID); development of sensor signal processing systems; computer
vision and its applications; technical and management support to
Aircraft Division of the Office of Naval Research (ONR); and travel
requirements. The contractor shall supply all necessary labor and
materials for engineering, design, testing, software, data processing,
data analysis, aircraft and project equipment support, and the
development of mathematical models and algorithms in support of this
effort. Monthly progress and financial reports will be required. The
level of effort is estimated at 19,400 man hours per year for a total
level of effort of 97,000 hours for one (1) base year plus four (4)
optional follow-on years to be assessed and awarded on an annual basis.
The anticipated contract type is a Cost Plus FixedFee. NOTE: THIS IS
NOT A REQUEST FOR PROPOSAL. THIS IS NOT A FORMAL PROCUREMENT AND
THEREFORE IS NOT A SOLICITATION. THIS NOTICE IS NOT TO BE CONSTRUED AS
A COMMITMENT BY THE GOVERNMENT TO ULTIMATELY ISSUE AN IFB, RFP, RFQ,
