synopsis/solicitation for commercial items in accordance with the FAR
Part 12.6. A written solicitation will not be issued. For this action,
the simplified acquisition threshold takes its definition from FAR
13.5. The Navy's Acquisition Reform Office (ARO) located in Crystal
City, Va. has a requirement for support services. The Statement of Work
is provided now. The Government invites you to propose your approach to
meeting this requirement based upon the resources identified in your
Navy ITSS BPA or GSA schedule. The ARO anticipates work to commence on
or shortly after 16 December 1999 and continue through 15 December
2000. -- The Government's award evaluation shall be in accordance with
the ordering rules stated in FAR 8.402 and GSA language in their FSS
schedules ordering terms and conditions. Selection shall be based on
the following in descending order of importance. 1. The expertise
provided by the offeror. The resumes of Key personnel will be evaluated
based on education and experience. We'll be looking for educational
background and especially work experience that shows prior success in
meeting goals and solving problems in the fields of work supported by
the ARO and/or identified by the SOW. 2. Past Performance is closely
associated with the expertise provided. Although the past performance
of the Key personnel is of prime importance, your corporate experience
in the work areas supported by ARO is important. 3. Technical
Approach. Please provide a written response to how you would meet the
needs of the ARO as described in the SOW. 4. Price will be evaluated
for Realism and will become more important as the range of technical
scores narrow. Please provide a breakdown of the price by labor
categories, fully burdened prices per hour, and quantities of hours per
category. Other direct costs should identify what tools you need and
expenses you anticipate to directly support the labor you offer. Please
limit your quote to ten pages. The time for submission of quotes is

copy should follow by mail. Statement of Work Expert Consultant
Services for ARO Program Assist Efforts I. Background In FY 1999, the
Department of the Navy's Acquisition Reform Office (ARO) initiated
outreach efforts to assist DoN acquisition program managers. These
efforts have been identified as primary acquisition reform efforts by
Dr. Buchanan, the Assistant Secretary of the Navy (Research,
Development and Acquisition). The effort, known as Program Assist
Visits and Pre-Award Support Assistance (PASA) consists of broad based
acquisition policy support to DoN programs and program managers. The
past support included development of a strategy for accomplishing the
assist visits, accompanying the ARO principles on the visits, providing
advice and support to follow-up on the visits, and providing pre-award
support as needed. The ARO plans on continuing the Program Assist
Visit and PASA efforts in FY 2000. To accomplish these efforts, the ARO
desires to retain the services of an expert who is experienced in DoN
acquisition, acquisition reform, and is familiar with the ARO Program
Assist Visit and PASA efforts.. II. Scope This statement of work
requires the services of a recognized, senior expert consultant in
support of the DoN ARO Program Assist Visit and PASA efforts for
FY2000. III. Task Description The contractor shall provide the
full-time services of the proposed expert to support the DoN's
Acquisition Reform Office efforts in reaching out to DoN acquisition
program management offices to support their efforts in implementing
acquisition reform initiatives on their programs. In the performance of
this support, the expert may be called upon to support the ARO
principal for Program Assist, and the ARO Director for Outreach and
Communications. Services shall include the following: Planning for
initial and follow-on assist visits and PASA Accompanying ARO
principles and participating in assist visits and PASA Documenting the
visits Providing services in support of follow-up on assist visits and
PASA Arranging for and coordinating a group of subject matter experts
(SME's) to support ARO assist visits and PASA when initiated by and as
needed by ARO. Recommending and coordinating specific SME's for
specific program assist visits and PASA Identifying strategies,
processes and tools that may improve the assist visit and PASA efforts,
particularly the achievement of DoN acquisition reform goals and
objectives Developing strategies, processes and tools selected by ARO.
The period of performance is for eleven months from the date of award.
Award is anticipated for 16 December 99 or soon after. Additional
