C -- INDEFINITE QUANTITY CONTRACT FOR ARCHITECTURAL-ENGINEERING SERVICES IN THE STATE OF NEW MEXICO AND ZIP CODE AREA 865 IN NORTHEAST ARIZONA. SOL 072976-00-A-0033 DUE 010600 POC Solicitation Information, Tom Carriere (303) 220-6538; Technical Information, David Miller (303) 220-6579 or Jae Pak (303) 220-6541 Indefinite quantity A-E services, with services that may consist of preparation of complete and preliminary designs, construction drawings, specifications, cost estimates, assist the USPS during solicitation of proposals for construction, and perform optional Title II services during construction for surveillance; shop drawing review and approval; and preparation of as-builts for new and major repair & alteration projects within the State of New Mexico and Zip Code Area 865 in the State of Arizona. Consideration will be given to firms responding to this advertisement in accordance with the instruction in the following order of preference: (1) Within a radius of 50 miles from either Albuquerque, NM or Las Cruces, NM; and (2) Within the State of New Mexico. A-E firms will be considered local only if their sole offices are in the specified geographical areas or they have local branch offices and all the architectural design, coordination, and management of the projects will be performed in the local branch offices. There is no restriction on the geographical location of the consultants. A/E firms submitting their qualifications will be evaluated using the following selection criteria: (a) Professional qualification, registration, and general reputation of the firm; (b) General stability of the firm, and capability of the firm to sustain loss of key personnel without adverse effect on current work; (c) A minimum staffing of five (5) is required in the prime firm, consisting of two (2) or more architects registered in the state of New Mexico; (d) Financial stability of the firm; (e) Professional qualifications of consultants; (f) Volume of work that can be handled at one time; (g) Familiarity with the area in which the projects are to be located; (h) Ability to work within cost limitations; (i) Capability and past performance on other projects; (j) Extent to which the firm specializes in or has designed projects of a type and scope similar to the anticipated work orders issued under the indefinite quantity contract; (k) Consideration for small to mid-sized A/E firms that will be committed to projects involving design fees in the $2,000 to $10,000 range ; (l) Previous owners references; and (m) Auto-CADD capabilities, latest version. The selected A-E firms may be awarded subsequent services over a period of five (5) years subject to project needs of the Postal Service and the A-E's availability of staff knowledgeable in Postal work, firm workload, and the high quality of A-E's performance on recent Postal projects. There is a $5,000 guaranteed contract minimum. Firms that have the qualifications to perform the services described above are invited to submit a completed SF 255, Architect-Engineer and Related Services Questionnaire for Specific Projects, a completed SF 254, Architect-Engineer and Related Services Questionnaire, and a completed SF 254 for each of its proposed consultants to the office shown above, and received no later than 3:00 PM, January 6, 2000. Multiple awards may be made from this solicitation. The selection will be conducted by using the submitted SF 255 and the SF 254s. Interested firms with more than one office must indicate on their SF 255, the staffing composition of the office in which the work will be performed. The contract contains a requirement for firms to provide evidence of current insurance of $200,000 of errors and omissions per claim. Participation of Minority-Owned Businesses is encouraged in U.S. Postal Service Architect-Engineer selections. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon or resulting from award of a contract for this project. No other general notification for this project will be made. Submission of SF 254 and SF 255 by USPS mail (Express Mail, Priority Mail, or First Class) is encouraged.
