CECOM POC, gietter@mail1.monmouth.army.mil. BATTERIES -- USACECOM will
be soliciting proposals during the 2QFY00 for an Operating and Cost
Reduction (OSCR) initiative to introduce the lithium manganese dioxide
pouch technology into the DoD inventory. The overall program is valued
at $6M. Up to three separate awards are projected to be made for based
on an 18 month period of performance. The goal of this effort is to
complete the reengineering efforts, at the battery level, required to
make the pouch technology ready for safe, cost effective, full scale
production. Along with the engineering effort, the winning offeror(s)
will be required to (1) fabricate a statistically meaningful quantity
of fully functioning pre-production samples of the BA-7590A and BA-7847
built to exceed the performance requirements of the most recent edition
of MIL-PRF-49471 and associated documents, (2) conduct first article
type testing and (3) support field testing of the prototypes. Cost
sharing of the program will be mandatory. Potential offeror's are
requested to submit a statement of their interest along with a brief
description of their experience in the design and production of lithium
manganese dioxide pouch batteries within 14 days of the publication of
