Operations contractor for Lawrence Livermore National Laboratory
(LLNL), under the US Department of Energy (DOE) is soliciting
expressions of interest for suppliers for Mechanical and/or Electrical
Fabrication with Clean Assembly to support the National Ignition
Facility (NIF) project. The NIF project will provide a facility that is
capable of achieving fusion ignition utilizing solid-state lasers as
the energy driver. In the NIF facility, a large number of lasers will
be focused onto a small target located in the center of a spherical
target chamber; the energy from the lasers will be delivered
simultaneously, and within a few billionths of a second. The target
will then implode, forcing atomic nuclei to sufficiently high
temperature and density to achieve a fusion reaction. Additional

award of one or more contractural agreements forproduction
fabrication, cleaning, and cleanroom assembly of mechanical and/or
electrical subsystems. The subsystems to be fabricated in a production
environment may be part of mirror support and alignment, including
electrical elements for active alignment; subassemblies or
kitted/partially-assembled parts for electro-optical subsystems; or
kitted/partially-assembled line replaceable units (LRUs) for the main
laser system. The fabricated systems will become part of ultraclean
vacuum and/or inert-gas-filled enclosures and will be required to be
delivered in a validated, precision-cleaned state; specifically to
level 83 A/10 as defined by MIL-STD 1246C. Subcontractors will be
expected to perform a significant amount of fabrication and clean-room
assembly in-house. Precision cleaning may also be performed in house,
or via subcontractor management of a precision-cleaning services
supplier. The duration of NIF Mechanical and/or Electrical Fabrication
with Clean Assembly is expect to be approximately four years. Atypical
task would be to produce first article/prototype subsystems where
successful completion of a task would be followed by a separate
procurement for Production. Production awards may be negotiated or
completed. It is anticipated that only those companies selected for the
award of the initial task will be asked to compete for production.
While design engineering is not expected to be a major portion of the
overall effort, the University anticipates some Subcontracts will
include design finalization. For example, reviewing and revising design
packages for completeness, manufacturability, and cost-effectiveness.
Similarly, some Subcontracts may include installation activities at the
NIF facility. Interested candidates are invited to respond with an
expression of interest which should include a brief description of
qualifications (no more than 10 pages including attachments) with
respect to the following areas of expertise: build-to-print mechanical
subsystems and simple electrical subassemblies; materials tracking and
management in a already-functioning enterprise resources planning (ERP)
environment; suitable facilities and manufacturing staff, with ability
to rapidly convert to new efforts; supplier management program
supported by an ISO-9001-level quality program. Finally, and most
important, subcontractors will have clean-rooms maintained at class
1000 or better. While specific experience with MIL-STD 1246C is not
required, an awareness of precision cleanliness techniques, with
emphasis on particulate control, is essential. Do not send standard
company brochures or photographs. Presentations and interviews at LLNL
may be required. Expressions of interest are to assist the University
in determining the potential for competition among qualified and
interested candidates. The actual solicitations for award are not yet
