This requirement is to provide the Office of Medical Services (MED) at
the U.S. Department of State with an organization to validate the
quality of healthcare services relative to current US standards and
identify all areas for improvement. As the Office of Medical Services
is responsible for operating health units and providing primary care
services to government employees at American Embassies around the
world, the work will involve the following: Comparing the current
status of MED with current US standards and practices. Where MED falls
short, provide the information necessary to bring it up to standards.
This includes surveying the MED's Washington Office with particular
emphasis on its oversignt and management functions. Surveying overseas
health units (HU) with various staffing patterns (physicians,
psychiatrists, health practitioners, medical technologists, nurses) and
medical evacuation centers such as London, Singapore, and Miami).
Conducting training of MED staff on the standards and the accreditation
process. Providing direct assistance to MED with revisions of policies
and procedures in promoting conformance to standards. Providing direct
assistance to four selected HUs overseas in achieving compliance with
standards. Such sites will be selected by mutual consent between the
contractor and MED for the four sites to serve as examples in their
region and thus be able to help other sites. Issuing accreditation
certificate documentating MED's compliance with the standards. The
certification or5 accreditation must be recognized in the US healthcare
community as documentation of compliance with current US healthcare
standards. Sites will be selected by the contractor for surveying to
see if standards are being maintained. The selection must also include
Washington, medical evacuation centers (London, Pretoria, and
Singapore). Providing a mechanism for maintaining conformance to
changing US healthcare standards through repeat surveys at specified
intervals up to but not exceeding three years. Resulting contract may
have a base year and four, 1 year option periods. The plans is to issue
