Goddard Space Flight Center (GSFC) plans to release a second DRAFT
Request for Proposal (DRFP) RFP5-01271-109, for Facilities
Construction, Engineering and Technical Services (FaCETS) on or about
December 23, 1999. The second draft reflects changes resulting from
industry comment and a change in the procurement method from Fixed
Price/Indefinite Delivery Indefinite Quantity (IDIQ) solicitation with
an Award-Fee Provision to a Fixed Price/IDIQ solicitation with an
Award-Term provision. The contract requires a multitude of services
associated with facility design; construction and other related
technical services for the Goddard Space Flight Center (GSFC). The IDIQ
portion of this solicitation will include new construction,
modification and rehabilitation of facilities and
architectural-engineering services. The technical services portion will
primarily be fixed priced. This contract will predominately involve
work at the Greenbelt campus but may include work at the Wallops Flight
Facility in Virginia, and also may include work at other federal
installations in the Washington D.C. metropolitan area within a 50-mile
radius of GSFC. The Government intends to award one contract to the
responsible offeror whose proposal, conforming to the Request for
Proposal (RFP) will be most advantageous to the Government. The
Government anticipates a phase-in period for this requirement. The
anticipated period of performance will be a core three year period with
an Award Term provision allowing the Contractor to earn additional term
up to ten (10) years maximum. The Government intends to procure these
services on an unrestricted basis. The SIC Code and Size Standard are
tentatively established for 1542 and $17M, respectively. The Defense
Material System (DMS) Priority Rating is C2. The provisions and clauses
in the RFP are those in effect through FAC 97-14. The Government does
not intend to acquire a commercial item using FAR Part 12 (See Numbered
Note 26). An ombudsman has been appointed. See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel, or Powerpoint 4.0) format and will
reside on the WorldWide Web (WWW) server, which may be accessed using
