The U.S. Department of Education (ED) intends to issue a one (1) year
sole source extension to Contract PM95009001. The contractor is
National Computer Systems (NCS), Iowa City, IA 52244. This contract
provides prompt, thorough and accurate development of systems, software
products and technical assistance for students applying for Federal Aid
(Most commonly known as Central Processing Systems contract (CPS). ED
believes that National Computer Systems is the only source possessing
the necessary existing information, resources, and expertise to meet
this program requirement within the time required by ED. The statutory
authority for other than full and open competition is 10 U.S.C. 2304
(c) (1). The Office of Student Financial Assistance (OSFA) has
contracted for the services of a Modernization Partner to implement a
Modernization Blueprint. Implementation of the Modernization Blueprint
will result in major changes to all of the existing systems within
OSFA, including the Central Processing Systems (CPS). This contract
action continues service to provide sufficient time for the
modernization architecture transition, which will affect the Central
Processing Systems and all others in the Office of Student Financial
Assistance (OSFA). As the implementation of the Modernization Blueprint
progresses, the scope and timeframe of the work outlined in this
contract extension may be impacted, requiring a change and/or
cancellation of some or all portions of the tasks required under this
