Deborah.A.Bittner.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request
for Quotation (RFQ) for a Pluto 14 Bit Digital Camera System, p/n
PV652ADVSNT04FGCNNTN; and a Pluto Fluid Jacket Option. This procurement
is being conducted under the Simplified Acquisition Procedures (SAP).
NASA/GSFC intends to purchase the items from Pixel Vision, Beaverton,
Oregon. The Pixel Vision Pluto Camera is the only camera available
which can provide the following: 1) Operate at 40 hz with minimal dark
noise (actually lower than read out noise); 2) Have a thermoelectric
cooler which permits these low noise figures; and 3) be fully
compatible with placement in an enclosure to be placed in the T-Vac
chamber and externally cooled. An identical camera, except for the
T-Vac requirement, already procured, used in ambient room conditions,
has been tested, and complies with the requirements listed. Full
correspondence between data formats and camera characteristics between
the ambient and T-Vac camera is necessary for data analysis. The
Government intends to acquirea commercial item using FAR Part 12.
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. Faxed responses will be
accepted. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
