S. Coast Guard has identified a requirement to continue with Incident
Command System (ICS) team-building training nation-wide in preparation
for large scale marine emergencies and exercises. This training strives
to improve team problem-solving skills among the potentially diverse
members of the individual ISC sections. Three (3), three (3) day, eight
(8) hours per day training sessions are required during fiscal year
2000 and five (5), three (3) day, eight (8) hours per day training
sessions during each option year of 2001, 2002, 2003, and 2004. During
the base period of the contract it is anticipated that these training
sessions will be conducted at U. S. Coast Guard Marine Safety Offices
Portland, OR, Toledo, OH, and Detroit, MI. The National Interagency
Incident Management System (NIIMS) shall be used as the focus for the
ISC-based response management system. The training shall include
exercises designed to emphasize team problem solving and facilitate the
development of the key ICS productsidentified for each Section. The
exercises shall be local port-specific exercises that involve
emergency, time-critical responses within Coast Guard mission areas
such as marine spill response, catastrophic search and rescue, natural
disaster response, and large waterway management events. The Coast
Guard_s goal is to rapidly develop an ICS organizational structure that
can facilitate and direct these response efforts. THIS PROCUREMENT IS
A 100% SMALL BUSINESS SET-ASIDE. This SIC Code for this requirement is
8299 and the size standard is $5 Million in gross annual receipts. A
dedicated room suitable for the training, with overhead
projector/screen and charts with markers will be provided at each
location. The acquisition will be awarded as an Indefinite Delivery
Indefinite Quantity (IDIQ) type contract. The U. S. Coast Guard
anticipates issuance of the Request for Proposal (RFP) on or about
January 13, 2000. Request for the solicitation package must be in
writing. Telephone requests will not be honored. All responses must be
submitted 15 calendar days from the date of this notice and reference
Solicitation No. DTCG23-00-R-MER013. All responsible sources may
submit a proposal, which shall be considered. For Minority,
Woman-Owned, and Disadvantaged Business Enterprises: The Department of
Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has a program to assist minority, woman owned and
disadvantaged enterprises to acquire short term working capital
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLT) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
