combined synopsis/solicitation for commercial services prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and a
written solicitation will not be issued. The U.S. Army Tank-Automotive
and Armaments Command (TACOM) in Warren, MI, has a requirement to
thoroughly flush the hydraulic lines in the Physical Simulation
Laboratory (PSL) prior to start up of the new Hydraulic Power Supply
(HPS). The new HPS was furnished by Rexroth Corporation and is 3000 PSI
and 1750 GPM units. Installation of the HPS is near completion and
flushing must be completed as soon as possible, preferably by Jan 15,
2000. Because of contamination in the hydraulic lines, flushing must be
independent of the HPS to ensure proper performance of the HPS and
other laboratory equipment ( i.e. simulators, actuators, servovalves).
The PSL layout of hydraulic lines includes 70 Ports up to 10" ANSI and
1250 linear ft. of hydraulic lines (pressure, return and drain).
Flushing to a cleanliness of ISO16/14 is required and ISO 12/8 is
desired. It is expected that the Contractor will visit the site in
order to submit an accurate quote. Interested offers should visit the

Synopsis/Request for Quotation (RFQ) number is DAAE07-00-T-0006. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46 dated 17 Mar 97.
The following provisions and clauses apply to this acquisition: FAR

Evaluation Commercial Items (technical capability/approach, price and
past performance); FAR 52.212-3, Offeror Representation and
Certifications-Commercial items (Offerors must include a complete copy
with offer); FAR 52.212-4, Contract Terms and Conditions- Commercial
Items; FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders- Commercial Items. This
acquisition is rated D04 and SIC code 1799/ $7 mil applies. Offers are
