Provide professional cost estimating services on an as-needed basis for
various projects as directed by task orders to this contract. The
project includes performing cost estimating services required to
support FD&CC (Atlantic) design and construction programs for Coast
Guard Shore Facilities located east of the Rocky Mountains and Puerto
Rico. The services will be provided under a 12-month Indefinite
Delivery Contract (IDC). Under an IDC, individual firm fixed-price task
orders for specific services are negotiated when the need for services
arises. Each IDC is guaranteed a minimum of $5,000.00 and is limited
to maximums of $100,000.00 per task order and $500,000.00 total for all
task orders. The Government reserves the right to exercise a one-year
option subject to the same dollar threshold limitations of the basic
year as stated above. Anticipated award date is March 2000. The
following evaluation criteria are applicable to one or more of the
factors included in Note 24: (1) Specialized experience of the firm and
technical competence in cost estimating (including joint venture or
association) in similar projects; (2) Professional capacity to
accomplish the work as scheduled; (3) Professional qualifications
necessary for satisfactory performance of required services; (4) Past
performance on D.O.T. and other Government contracts in terms of
quality of work, ability to meet contractual performance/delivery
schedules; (5) Minorities and women in all job classifications,
considering availability in the general area; (6) The firm's approach
to the planning, organizing and management of cost estimating projects
including data gathering methods, evaluation techniques and other
related factors; (7) The firm's geographical experience in cost
estimating projects within the FD&CC area; (8) The firm's work load and
ability to meet milestones with attention to current an future
commitments of those key persons expected to be assigned to Coast Guard
Projects; and (9) The firm's ability to prepare cost estimatesin the
building system and specification section formats. Preference will be
given to firms located in Virginia, Maryland, Washington, DC and North
Carolina. Firms desiring consideration should submit appropriate data
as described in Note 24 to the addresses indicated above not later
than 4:30 p.m. on January 14, 2000. This is not a Request for Proposal.

Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term
Lending Program (STLP) offers working capital financing in the form of
lines of credit to finance accounts receivable for transportation
related contracts. Maximum line of credit is $500,000.00 with interest
