of the National Library of Medicine (NLM) to negotiate on behalf of
the National Bioethics Advisory Commission (NBAC) a cost-reimbursement
type contract on a sole source basis with Kathi E. Hanna, Ph.D. for
scientific writing and technical design of NBAC reports. NBAC expects
to produce at least six reports on specific bioethical issues to the
National Science and Technology Council and other appropriate entities.
These reports will incorporate comments and recommendations from
Commissioners, staff as well as the general public that will give the
White House sound recommendations on current bioethical issues. The
contractor will provide scientific writing and technical design
services to the NBAC for all of its reports as mandated in the NBAC
charter. The contractor will oversee all aspects of the report
including, but not limited to, writing, editing, design, layout and
publications of the reports. The contractor will be required to attend
all Commission meetings and actively participate in all discussions,
analyze conflicting and divergent viewpoints in order to provide full
and accurate background information along with options for courses of
action. In addition, the contractor will be required to (1) generate
and apply new hypotheses and concepts in planning, conducting and
evaluating a variety of issues related to bioethical research; and (2)
prepare briefings and reports on the findings of the analyses and
provide recommendations to the Executive Director for reporting to the
National Science and Technology Council. Recommendations may be used
in the development and/or modification of bioethical research policy.
NBAC has determined that Dr. Hanna is the only source capable of
providing the necessary services without substantial duplicaton of
costs and unacceptable delays. Dr. Hanna is uniquely qualified to
provide these services because she has direct experience working with
Presidential Commissions similar to the National Bioethics Advisory
Commission. Dr. Hanna possesses vast experience as a research and
writer on bioethical and biomedical issues and is able to prepare
reports by utilizing correct content and formats for submission to the
President. In addition, she served as a senior advisor to NBAC on
cloning issues, and as senior advisor on biomedical research to the
Presidential Advisory Commission on Gulf War Veterans Illnesses. She
has an extensive scientific background that allows her to clearly
understand and effectively interpret the findings and recommendations
of the Commission. She has worked closely with many Federal
organizations, including NIH, and therefore has an in-depth knowledge
and understanding of Federal organizational structure. Authority:
