USAARMC will serve as the user representative in the development of training methodologies and products, concepts, doctrine, organization requirements, and materiel requirements for each functional area. The executive agent for this effort is the Directorate of Training and Doctrine Development (DTDD), Ft Knox, KY. The effort will be accomplished by the integration of virtual, constructive, and live training; exploiting existing and emerging technologies; studies and analyses; experiments; exercises; and both training and doctrine development. Contractor expertise and services are required to support DTDD for the mounted forces in initiating, developing, assessing, analyzing, staffing, and integrating and documenting concepts, doctrine, organization requirements, materiel requirements, and producing training and doctrine products. This requirement includes services to support the DTDD with its focus on training support to the warfighter, leveraging technologies, battlefield digitization, developing issues, seeking solutions, demonstrating alternatives, and coordinating projects. The services will be performed at both contractor and government facilities throughout the Training and Doctrine Command (TRADOC). This action will be solicited on a full and open competition basis. The government reserves the right to award either a Single Award or a Multiple Award Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The applicable SIC is 8711 with a business size standard of $5 million. The period of performance will be a base year of twelve (12) months with four (4) twelve (12)month option year periods.
