Systems Center has a requirement for two (2) new or reconditioned
gondola rail cars and an option for two (2) additional gondola rail
cars. The gondola rail cars shall have a 56 1/2 inch wheel gage, a
minimum capacity of 100 tons, and shall be mounted on two (2)
four-wheeled freight trucks. Minimum inside length shall be nominal 56
feet with approximately five (5) feet high sides and ends. The
contractor shall provide all material, labor, and equipment to provide
new or reconditioned gondola rail cars; test, deliver, and warranty
them. The gondola rail cars shall be delivered to U.S. Army, Red River
Army Depot, Texarcana, TX, within 270 calendar days from the contract
award date. Detailed specifications and minimum requirements will be
set forth in the solicitation. The solicitation will be issued on or
about December 27, 1999. The solicitation related to this procurement
will be available on the Internet; these documents will be available in
text format on a WWW server which may be accessed using Web browsers.

requests will not be honored. This notice is for informational
purposes for minority, women-owned, and disadvantaged business
enterprises. The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has an assistance
program available to minority, women-owned, and disadvantaged business
enterprises to acquire short-term working capital assistance for
transportation related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
