Bellini, Contracting Officer, 509-826-3072 The Colville National Forest
desires to procure a professional engineering service to provide a
complete design (plans, specifications, estimate, operation/maintenance
plan write-up necessary for either alternative) for the Curlew Job
Corps Center. The consultant will also provide submittal review and
consultation to the government during construction. The design will be
based on one of the two alternatives mentioned below. Alternative 1:
Partial-mixed Aerated Lagoons (with drainfield disposal) Alternative 2:
Extended Aeration Plant (with drainfield disposal and boisolids
bagging). The selection of the system will be based on concerns about
contamination of the groundwater, specifically total nitrogen. If
alternative #1 is determined to not adversely impact the groundwater
then this system will be selected. If the hydrogeological information
that is currently being gathered and analyzed, determines that impact
to the groundwater would be greatly increased with alternative #1,
alternative #2 will be selected. For this reason, this contract
includes both alternative treatment system with a selection by the
Government and subsequent notice to proceed for the design process to
begin to occur in late January, 2000. Brief History of Wastewater
System: The existing septic and drainfield system at the Center has
failed and currently the Colville National Forest (CNF), the Department
of Labor, and Washington State DOE is in the final evaluation of
alternatives and will select a preferred treatment system at the end of
January. See above the list of the two possible alternatives being
considered for this contract. In 1950 a facultative lagoon was built in
this area. It was drained in the late 1980's and a depression still
exists. Some solid waste was buried in this area. This area is
surrounded by the defective drainfields. The Center owns 8.5 acres that
includes the old lagoon and the existing drainfields. This is the
proposed location for alternative #1 and the new drainfields. Project
Location: Ferry County, approximately 8 miles northwest of Curlew, WA
on county road 501. Legal description: T40N, R32E, section 27. For

information of Standard Forms SF254 and SF255. Specialized evaluation
criteria not indicated in "Note 24" is as follows: 2. Capacity to
accomplish the work in the required time. Please note: Required
completion date for either alternative is May 15, 2000. THIS TIMEFRAME
INCLUDES ALL ASPECTS OF THE DESIGN AND REVIEW BY THE WA STATE. The
government shall provide the consultant with a prospectus for the
selected alternative and all other necessary background information:
engineering reports, soil study, hydrgeological information, survey,
etc. all other criteria of Note 24 applies. This acquisition is a Small
Business Set aside with SIC code 8712, size $2.5 mil. Cost range of
project is $25,000 to $100,000. Submit required information no later
