Restoration Division requires the services of a contractor to
accomplish critical tasks related to the Restoration Center's Financial
Management and Tracking System. These tasks include preparing cost
documentation packages for Damage Assessment and Restoration Program
(DARP) litigation purposes, tracking funds for the Damage Assessment
and Restoration Revolving Fund (DARRF), maintaining financial section
of the Restoration Center's Blue Book, verifying deposits of recovered
funds to the DARRF, analyzing National Marine Fisheries Service (NMFS)
Financial Reporting System (FRS) and NOAA's Financial Management System
(FIMA) financial information to produce quarterly reports and identify
errors, take necessary steps to correct errors, reviewing existing
case files, documenting contents and bringing files up to date with
current documentation and maintaining files current in accordance with
program policies and procedures. Period of Performance will be for a
period of one year from date of award. Interested applicants must meet
the following criteria: 1) Two or more years experience in preparing
natural resource injury claims as required by the Oil Pollution Act of
1990 for litigation purposes; 2) Two or more years of book-keeping and
record-keeping with knowledge of a revolving fund account; 3) Two or
more years of experience in analyzing NOAA's Financial Reporting System
(FRS) financial reports and information to reconcile errors and track
expenses; 4) Two or more years experience in analyzing the Financial
Information System (FIS) to collect data, resolve discrepancies and
prepare natural resource injury claim summaries; 5) Extensive
experience using software such as Paradox for Windows, Excel, Word
Perfect and File Maker Pro; 6) Ability to deal effectively with
government and private sector personnel; 7) Ability to plan and
organize work to meet short deadlines; 8) Experience in preparing
government purchase orders and task plans; 9) Knowledge of Oil
Pollution Act, Clean Water Act and CERCLA as it relates to the
financial accounting requirement to make a natural resource injury
