Government intends to acquire a commercial item using FAR Part 12 and
the Simplified Acquisition Procedures set forth in FAR Part 13. This
notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, which is issued as a
Request for Quotation (RFQ); quotes are being requested and a written
solicitation will not be issued. The information required by FAR
Subpart 12.6 is included in the on-line RFQ linked above or it may be
accessed at
http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin= . NASA/GRC
plans to acquire one modulated DSC 2910 Differential Scanning
Calorimeter System or equal which shall contain the following features
and meet the salient characteristics listed below: (1) DSC 2910 cell
and accessory kit for RCS (2) TGA 2050 Thermogravimetric Analyzer (3)
Complete windows-based CPU control & data acquisition system (Thermal
Analyst 5000) with color monitor, keyboard, printer and all necessary
software for control and analyses and accessories. The Dual Module
Control feature shall also be included. (4) RCS Refrigerated Cooling
System with remote head & cable (5) DSC sample press (6) Purge gas dual
flow meters (2 required) Salient characteristics: Differential Scanning
Calorimeter: Modulated (MDSC) technology with adjustable modulation
period and temperature amplitude -- provides total heat flow, heat
capacity, reversing and nonreversing signals, increased sensitivity,
the ability to analyze complex transitions and the ability to measure
thermal conductivity DSC Temperature range: -180 to 725 degree C (with
quench cooling accessory) Temperature reproducibility: +/- 0.1 degree
C using metal standards Heating & Cooling Range: 0.01 to 200 degree
C/min Short Term Noise: < 0.5 uW peak to peak (rms) Calorimetric
Sensitivity: Better than 1.0 uW Baseline flatness: <400 uW bow from
25 to 500degree C DSC shall be part of a upgradeable system so that
TGA, TMA, DMA and DEA can be added onto the same controller. Techniques
can be run in multimodule configurations or individually. Real-time
Plots. Data files shall contain measured sample temperature, NOT
calculated temperature. Sample and reference sample shall share common
furnace to insure exposure to same temperature and environment. Shall
have up to five points for temperature calibration. The standard cell
shall be compatible with various cooling accessories including the
quench cooling accessory, mechanical cooling accessory and liquid
nitrogen cooling accessory. Mechanical refrigerated cooling accessory
that provides completely automated cooling capability without the need
for liquid nitrogen or other bath slurry. Local control at the module
including experiment start/stop. Store minimum of 512k of data in
module memory. Apply data compression thresholds during long scans to
automatically slow down the data collection rate during flat baseline
areas and speed up the collection rate during transition areas. Store
unlimited number of methods for heating/cooling programming in the
controller. Use different types of commands for developing simple
heating rate methods and for developing sophisticated heating and
cooling rate methods to simulate processing conditions.
Thermogravimetric Analyzer: Temperature range: Ambient to 1000 degree
C Balance Resolution: 0.1 ug Balance Accuracy: +/- 0.1% Sensitivity =
0.2 ug Continuously measure weight loss of up to 1.0 gram. Single
thermocouple design with continuous use of the measured sample
temperature to control the furnace. Isothermal temperature control of
+/- 0.1 degree C. Automatic loading and unloading of sample pan such
that the operator will not have to touch the microbalance in normal
use. Horizontal gas purge. Vertical balance design with automated pan
loading, furnace closing and experiment initiation in one key stroke.
Automatic recording of initial sample weight. Automated taring.
Automatically open furnace at end of run and activate compressed
air/nitrogen cooling. Enter up to five points for temperature
calibration. Use up to 500 ul volume pans. Continue a run when
disconnected from the computer. Local control at the module including
start/stop, furnace position & taring of the empty pan. Store
calibration constants in module memory. Store a minimum of 512kB of
data in memory. Heating rate range 0.1 to 50 degree C/min. Store a
variety of methods for heating/cooling. Provide different types of
commands for writing heating rate methods to automate changing the
heating rate, data collection rate, isothermals, and gases. Delivery to
NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio is
required within 30 days ARO. Delivery shall be FOB Destination. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above are due by December 17, 1999 4:30 P.M. local time and
may be mailed or faxed to Marilyn D. Stolz, 21000 Brookpark Road, M.
S. 500-306, Cleveland, OH 44135 and include, solicitation number, FOB
destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. The
quoter shall submit literature with their offer that their product
meets all the the above features and salient characteristics. Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
quoted meets the Government's requirement. The Representations and
