Warfare Center Division, Newport anticipates acquiring by negotiations,
services to design, develop, install, test, and maintain submarine data
acquisition, and special sensor systems. Efforts to be performed shall
include the following major tasks: Submarine Temporary Alteration
Documentation, Shipboard Installations, Submarine Crew Training,
Demonstration and Operational Tests, Shipboard Removal and
Refurbishment, Hardware Development/Maintenance, Software
Development/Maintenance, Test and Qualifications Procedures, Test and
Evaluation Plans, Technical Management, Cost Analysis and Reporting,
and Graphics Support. The resulting contract will be an Indefinite
Delivery/Indefinite Quantity type with Cost Plus Fixed Fee provisions.
The period of performance will be five years from the date of contract
award. The total estimated level of effort is 84,150 man-hours. Award
will be made on the basis of Best-Value to the Government. The
evaluation factors include Personnel, Past Performance, and Cost. The
required Key Personnel and number of personnel required is:
Program/Project Manager III (2), Electrical/Electronics Engineer III
(1), and Electrical/Electronics Technician II (2). This is a follow-on
effort to contract N66604-95-D-A500 with Systems & Integration
Research, Inc.. This acquisition is being Set-Aside 100% for Small
Business Concerns. The SIC code for this acquisition is 8711. All
responsible Small Businesses may submit an offer which will be
